I do not know if this is relevant to your issue. But you can insert new line break "\n" into your text, if you want to put spacing between text in label: or make paragraphs in caption:

Works fine for me on IM 6.9.10.71 Q16 Mac OSX Sierra.

You can only limit on dimension using -resize "WxH>". There is no test that I am aware for file size for PNG. You have to script testing the file size and then resizing.

You can use %B to get the file size in bytes as a numeral only so that you do not have to strip off the letter "B"

-compose over is the default if no other has been specified previously in the same command line. So I always specify it, since sometimes if you use other -compose options prior to needing it, then you must specify it or it takes whatever it had previously in the command line.

Yes, snibgo is correct. I forgot to mention that you likely need +repage after the crop so that it removes the virtual canvas. The virtual canvas is likely is confusing the -region Does this work: convert in.pic -crop 1000x1000+120+230 +repage -scale 50% -region 100x100+33+77 -swirl 360 +region out....

Not sure I understand. After scaling the input, will the background image still be larger than the gradient? The region will be processed on the scaled image. So the offsets and size will correspond. Perhaps you should provide links to your in.pic so I can see what you are starting with. Is it large...

There is not such -fill gradient: as far as I know. You cannot create or add a gradient from -draw in ImageMagick. You need to create a gradient image and overlay it on the background image. To me that sounds like a Homebrew issue. Sorry to dump it off to them. Perhaps someone else on this forum might be able to suggest otherwise.

Also Ghostscript 9.19 is rather old. I would suggest using GS 9.23, 9.24, 9.25 (9.26 and 9.27 have bugs). I am not sure about the latest version just out.

XML 2.9.4 means the internal MSVG/XML renderer of ImageMagick, which is the least functional. You could do as snibgo suggests or perhaps try rsvp_convert from RSVG. If that works, then you could install RSVG as a delegate to ImageMagick.
