Currently the ONLY way this can be done in IM is to use a distortion map.

However there has been talk of adding some sort of mesh distortion map function, but no action.
The best suggestion I have is to look into a specialized mesh distorter.
Both IM distrortion maps and Xmorph mesh methods still leave the problem of generating the data needed to do the distortion on your image. This is one area I am particularly interested in, and why the first link above is fairly verbose.
