Do I understand correctly that ImageMagick now requires pkg-config to be installed before you run the configure script? Or is it only for certain configurations? Which was the first release for this change?

The pkg-config requirement was a transient bug that popped up in ImageMagick 6.3.3-5. ImageMagick 6.3.3-6 is out now so the problem is fixed.
