After 2 days of struggling to upscale a photo image and keep the quality, I am looking for a hired gun!

I am happy to pay by hour or a minimum if it is a quick fix for you! Basically, we need this and are willing to pay.

The images we are starting with are 320x240 and we would like to increase them to 640x480.

I would like to help, but it looks like the thread you posted has had ample attempts from some of the best on this board. If you're just looking for an implementation of some sort I can, however, definitely help with that.
